Its pretty easy. There are two ways you can do it- make a flat rectangle, sew it into a tube, and sinch one end of the tube. Or you can start by crocheting in the round and just decrease every now and then. Unless you use a pattern, its kind of a trial and error thing.

If you can crochet in the round you can do this.
Use a size f or g hook. Chain 3 or 4 and slip stitch into first chain from beginning. chain2 and either do single crochets or double {depending on the effect you are looking for} and go into the middle of the small circle you have just created., then single or dble so you end up with as many stitches as will fill the circle {even amount} Row 2 mark beginning of row and do same stitch as before only 2 in each of the last round's stitches. You increase like this until it starts to not lay straight. You can do your stitches one in each of the last to straighten it a bit and then maybe only increase every other or every 2 or 3. Depends olot on how big you want it to be. After the hat is big enough to fit on top of whomever's head above the ears about 1 inch start doing on or two decreases every row, When it gets to the point of fitting whomever you made it for you can take elastic string on the final row and tie in into a ring the size your {their head is} and the final row or two crochet single stitches over the elastic to make it fit closer . Hope I make sense. I do these all the time so I have no set pattern.
